Why was this created?
The Foster Care system is under a lot of strain, with insufficient social workers to offer supportand a long court process required. DSD therefore proposed a “top-up” on Child Support Grant(CSG) for orphans in the care of relatives and Child Headed Households. Orphans need a specialfocus and the top-up is a solution to ensure that they are able to access what is believed to beadequate income support without going through long-winded and time-consuming courtproceedings
