SOCIAL PROTECTION FLOOR CONVENING IN SOUTH AFRICA

In partnership with the International Labour Organisation (ILO) and the National Planning Commission (NPC), Black Sash proudly released the Social Protection Floor report following the 1st Convening held in March 2025. This milestone event brought together a wide range of stakeholders — including civil society, policymakers, and labour representatives — to collaborate on defining a comprehensive framework for social protection in South Africa.

A social protection floor refers to a nationally defined set of basic social security guarantees that ensure all people have access to essential health care, education, nutrition, basic services, housing and basic income support. 

The report outlines ongoing efforts to shape a South African framework that will help embed these guarantees within the country’s long-term development agenda, informing the next phase of the National Development Plan (NDP) and ensuring a more just, inclusive, and resilient society.
